The programmer made the error of having the thing buzz whenever you made a duplicate connection, and having it automatically end when the line reached a house/utility.
The solution is that the line is supposed to go through a house/utility to complete the last connection.

On the other hand, the game recognizes that as a win, so you have to wonder: is it "cheating" and unintended by the designer, who wanted to drive people crazy solving a puzzle with no solution? Or is this the intended solution, and the designer just? wanted people to think "outside the box"?
