"They'd rather send 10$? tarps than 10,000$ on one of these (I? am not sure of the exact price)" They cost $25,000 - $35,000. Prices themselves right out of the commercial market, if you ask me. My friend owns a paintball site that would benefit hugely from an underground concrete secure storeroom, but I'm willing to bet his business doesn't have anywhere near that kind of money to spend on semi-permanent property.

I didn't mean it to have anything to do with the actual interaction between the rain and the concrete. I meant it as "Oh man,? setting anything up any kind of shelter during rain would suck for anyone, but setting up that cloth would probably suck a little more."

You don't know much about concrete do you?? It is not hard because it dried, it is hard because of a chemical reaction. Concrete will harden under water.

it has to dry to harden you could probably save yourself some time by wetting it as you place it this would? probably make the stuff weigh a tonne though
